Let’s be honest, Artificial intelligence is moving fast in banking. Community banks and credit unions are already utilizing AI and machine learning in various applications: detecting fraud more quickly, making faster credit decisions, providing 24/7 customer support, extracting key data from scanned documents, and even personalizing marketing offers. The upside is huge.
But here’s the catch: in 2026, regulators aren’t just curious about AI anymore; they expect you to have real, documented controls around it. The days of treating AI governance as a “future project” are now behind us.
Why 2026 really is going to be different
Supervisory focus has matured. The OCC, Federal Reserve, FDIC, and CFPB are asking pointed questions during exams about how you identify, measure, and manage model risk coming from AI systems. What used to be nice-to-have guidance is now very much part of the baseline.
A few big drivers are pushing this:
- SR 11-7 still rules — and it absolutely applies to today’s AI/ML models
- Fair lending and UDAAP risks mean you have to actively look for and fix bias
- Regulators want clear explanations of how AI decisions get made
- When you buy AI from a vendor, they expect you to do serious third-party due diligence and not just take the vendor’s word for it
Bottom line: if you’re using AI in any meaningful way, governance isn’t optional anymore. It’s table stakes.
Why this feels especially tough for community banks
Most of us don’t have big AI risk teams or six-figure budgets for fancy tools. We’re running lean. The models themselves can feel like black boxes. We rely heavily on vendors. And the guidance keeps evolving. It’s a lot.

First step is simple but powerful: make a full inventory of every AI or machine learning tool or model you’re using. Include the obvious ones (credit scoring, fraud alerts) and the less obvious (chatbots, marketing engines, document readers, voice analytics, robotic process automation).
Do this, and you’ll almost always find more than you thought. That visibility changes everything.
2. Rank them by how much they matter
Not every AI use case needs the same level of scrutiny. Sort them like this:
- High-risk: anything that directly affects lending decisions, pricing, account approvals/closures, or fraud prevention
- Medium-risk: customer-facing analytics, marketing segmentation, collections scoring, chatbots and virtual assistants
- Low-risk: behind-the-scenes process automation with little customer or financial impact
Put most of your governance energy where the risk is highest; that’s how you stay proportionate and sane.
3. Make it clear who owns what
Governance only works when people know what they’re responsible for. Here’s a simple structure that works for most community banks:
- The board gets an annual high-level summary of AI risks and governance status
- Senior management (or a small risk committee) reviews key AI risks and performance every quarter
- Independent validators (internal or third-party) dig into high-risk model's conceptual soundness, outcomes, bias checks
- Business-line owners keep an eye on day-to-day performance and raise their hand when something looks off
When accountability is fuzzy, governance becomes “somebody else’s job.”
4. Validate and monitor the important stuff
For anything high-risk, follow the SR 11-7 playbook, but adapt it for AI realities (non-linearity, data drift, concept drift). You’ll want:
- Conceptual soundness review
- Ongoing performance tracking
- Bias and fairness testing
- Clear documentation of what you found and what you did about it
5. Treat documentation like it’s gold
Examiners live by one rule: if it’s not written down, it didn’t happen. Keep everything in one place. Model purpose, materiality rating, validation reports, monitoring results, and remediation actions. Good documentation turns scary exam requests into routine conversations.

Here are the mistakes, with real examples, that keep coming up so you can spot them early.
Pitfall #1: Thinking “the vendor handles governance”
Reality: regulators hold you accountable, not your vendor.
Example: A community bank relied completely on a third-party credit scoring model. During an exam, examiners asked for independent validation evidence. The bank had only the vendor’s SOC 2 report and marketing materials. That triggered a major MRBA because the bank hadn’t done its own conceptual soundness review or bias testing. Vendor reports are helpful but they don’t replace your responsibility.
Pitfall #2: Waiting for “final” guidance before doing anything
Reality: waiting usually means falling further behind.
Example: One bank we worked with delayed building an AI inventory because “the rules aren’t clear yet.” Six months later they got a surprise exam and discovered six undocumented AI tools (including two high-risk ones). They spent the next nine months in remediation under heightened scrutiny, all because they waited.
Pitfall #3: Using the same old validation checklist for everything
Reality: AI isn’t just a fancier logistic regression.
Example: A bank applied its traditional scorecard validation template to a new neural-network-based fraud model. They checked linearity assumptions (which don’t apply) but missed testing for concept drift and adversarial robustness. The model started missing sophisticated fraud patterns six months later, and the gap only surfaced during a look-back review.
